Adding a new item to a Editcontrolblock of Document Library

Hi All,

I am using Sharepoint Server 2007.
I have created a new item in the editcontrolblock of Document Library,but when i am clicking on that item it gives me 'File Not Found Error'

what could be the problem??

in feature.xml i have given Urlaction as '_layouts/SomePage.aspx?Command=ECBItem'

Bu not working for me eventhough there is a page appears in the directory

can anybody give me solution,its really urgent....
