Custom List Form displays differently in SharePoint Designer than in browser

I have a customized list form (newform2.aspx) that displays correctly in SharePoint Designer 2007. but once saved and the page loads in i.e. 7, all customization is missing. Double checked to ensure the .aspx page is saved and set as the supporting New Item form. I also confirmed in the URL that the list is pulling the correct supporting New Item form (newform2.aspx).

any ideas?
